The Crown Solicitor's Ordinance, 1911.
I am directed by my Committee to address you on behalf of the Law Society as representing the interests of the Solicitors in this Colony in respect of the above Bill which has had the careful attention of my Committee.

By Clause 2 (1) of the Bill provision is made enabling a barrister to be appointed Crow Solicitor or Assistant Crown Solicitor and by Section 3 the Court is enjoined to enrol any such barrister as a solicitor. To this my Committee strongly object and strongly protest against the power being given to
appoint a barrister as Crown Solicitor or Assistant Crown Solicit
-or and particularly against the Court being directed to enrol
barristers as solicitors.

While maintaining their objection and protest
undiminished, my Committee would be prepared to recommend the
profession to acquiesce in the appointment of Mr. Kemp, although
a barrister, as Crown Solicitor provided the Ordinance is so
framed as to validate that appointment only and provided the
Court is not directed to enrol him as a Solicitor.

My Committee further strongly protest against the power given by the latter part of Sub-section 1 of Clause 2 to the Government to appoint as Assistant Crow Solicitor a person possessing no legal qualification of any description. The strength of the protest is enhanced by the provisions of Clause & 4 and 5 of the Bill. Under the Bill, as it stands any person with no legal qualifications could be appointed Assistant Crown Solicitor, must be enrolled as such, and is purported to be put on an equal footing with therest of the profession. This is so strikes at the root of all the principles on which the #ights and privileges of the Solicitors branch of the profession are based and by which the public are protected against unqualifi
