I have examined the accompanyiny Ordinance, entitled
"An Ordinance to enable Joseph Horsford Kemp
Esquire, Barrister-at-law to practise as Crown Soli-
citor in the Court and to provide for the payment of
solicitors' costs in cases in which a salaried Crown
Solicitor or Assistant Crown Solicitor acts as sol:

and I am of opinion that the Ordinance is one which is not contrary to the Governor's
Instructions,
This Ordinance is necessary owing to the appointment as
Crown Solicitor of Mr. Kemp who is a barrister but not a solicitor......
It was not found possible to arrange that he should conduct Crown
prosecutions at Assizes as suggested by H. M. Secretary of State in
f his despatch No. 367 of the 22nd. December 1910 chiefly because his
time and that of his assistant would be otherwise fully employed
and also in a measure because in this Colony the professions are
seperated
rated and to have them joined in the case of Public Servants and seperate in the case of private practitioners would lead to much friction and complaint in the Colony. Hence the provisions of

section 3.
Section 6 is anglogous to section 2 of the Crown Counsele Fees Ordinance 1903, which deals with the Attorney General's costs.
