I have the honour to submit for the

signification of His Majesty's pleasure the following Ordi-

-nance entitled:-

An Ordinance to enable Joseph Horsford Kemp, Esquire, Barrister-at-law to practise as Crown Solicitor in the Court and to provide for the payment of Solicitors' costs in cases in which a salaried

Crown Solicitor or Assistant Crow Solicitor acts as

solicitor: No. 40 of 1911.

The customary report by the Attorney-

-General is annexed. I do not, however, agree in his statement

of the reasons why the instructions given in your Despatch No.

367 of the 22nd. December, 1910, have not yet been complied

with.

In this Colony the professions of

Barrister and Solicitor are separated and whatever opinion may

be held as to the advisability of such separation under the circumstances
