Hongkong Ordinances in 3 volumes, of which the first two
volumes would contain all Ordinances in force on the 31st.
December, 1911, while the 3rd. volume would contain indices and
such constitutional documents as (i) the Charter of the Colony,
Letters Patent, Royal Instructions: (ii) Orders-in-Council
specially applicable to the Colony: (iii) Tables of Orders-in-
-Council which affect the Colony indirectly, e.g. Regulations
for Preventing Collision at Sea, Foreign Desertion, Tonnage
Measurement, etc.: (iv) The Privy Council Rules of Practice
and the Admiralty Rules: (v) Any Ordinances of 1911 which have
not been included in Volume II. It was further agreed that Sir
Francis should make his own arrangements with the Government
Printers as to the printing of these 3 volumes, but that this
Government would purchase from him 200 copies of Volumes I and
II at 845 a copy and 200 copies of Volume III at $25 a copy,
making a total payment due to His Honour of $14,000. To the
public the price of the set of 3 Volumes will be $45, and it
is proposed to issue each volume as it is ready at 815 a
volume. I enclose also copy of notes dated the 27th. January
and the 8th. February last which passed between the Chief
Justice and the Colonial Secretary, dealing with the special
point of the arrangements to be made in the event of the
Enclosure 2.
