The land you require for the Refuge Chapel is valued at 8960 with 834 Crown Rent. It might fetch more at auctio but that would be the upset price, with a 70 years renewable lease.

In the case of land sold at auction in the ordinary way, no restriction is, as a rule, imposed as to the class of building which may be erected.

In the present case, however, it would be undesirable to have Chinese tenement houses or other buildings of a similar class in such close proximity to the Refuge and I therefore propose to recommend to the Secretary of State that public auction should be dispensed with and that the lot should be leased to you on the terms already stated for so long as it is occupied for religious purposes.

With a view to preventing the erection of un- -desirable buildings in future, it is necessary that, in the event of the lot ceasing to be occupied in the manner stated, it should revert to Government and, as you would obtain it without auction, it seems reasonable that Government should be able to re-enter on payment of the sum of 1960, which it is now propos ed to charge for it. I therefore propose to make this a further

condition of the lease.
