I have no reason to believe that any of
the opium imported into Kwang Chow Wan is intended for con-
-sumption in French Indo-China.
Lest the curious coincidence should give
rise to a doubt as to whether an error had been made I may
point out the total number of chests imported into Kwang Chow
Wan from Hongkong for the three years 1908-1910 as given in my
telegram of 8th. August, 1911, was 1,537 and that this figure
is identical with the export from Hongkong to Kwang Chow Wan
for the 12 months ending July 31st., 1911, as given in my
telegram of September 13th.
