Your cypher telegram of 10th September refer to my telegram of 8th August the maximum for local con- sumption at Kuang Chow Wan is estimated at 100 chests of opium. Exports from Hongkong for the 12 months ending 31st July 1911 1587 chests. The difference is believed to be smuggled into China.
