I have the honour to forward for your con- -sideration extract from a letter dated 25th. April which I have received from the Chairman of the Hongkong General Chamber of Commerce, and to enquire whether it is possible to meet the wishes of the Chamber of Commerce as expressed in the final paragraph of the extract.
