In reply to Your Excellency's letter No. 73 of the 7th. instant, I have the honour to state that since Ordinance No. 4 of 1909 is clearly confined to Merchant Ships and since it would in my opinion be preferable if possible to avoid legislation as to foreign men-of-war, I would suggest that the best course will be for this Government to issue a circular to foreign Consuls in Hongkong requesting them to inform the officers commanding warships belong to their respective Govern- -ments that the use of wireless telegraphy by such ships while in Hongkong waters is restricted to certain hours daily.

With regard to the hours to be so specified

I have the honour to point out that 6 a.m. to 8 a.m. and 5 p.m. to 7 p.m. are the hours now set apart for receiving wireless messages from merchant vessels, and it has been suggested to me that, if foreign warships send wireless messages during the same hours commercial messages would probably be interfered with. I should be glad to know whether Your Excellency attaches weight to this suggestion, and if so whether any re-arrangement of hours is possible.
