of Saigon. The policy of the Ordinance was to assist such

removal, by getting rid of the obstacles which the inevitable

passage of the offender through Hongkong waters carried. I think

it was a sound and well-considered policy, and I imagine that other countries would regret to find that it was to be treated

as an Extradition Ordinance. But as I have already said, I do not think that any Court could possibly so hold.
