29. Of the two managers of any office, one of them should look after commercial interests (i.e. the nominal object) and his chief duty is to be on friendly terms with the local people. He should not, however, forget the true and real aim of the Association. The duties of the other manager are those of investigation and detection. He should arrange parties of non- -commissioned officers, privates, mechanics, or engineers, to exploit the various places under the pretence of carrying on trade. He is to find out the characteristics, customs, geography and topography, and other items of importance and to draft confidential plans for the use of our army in the future. His and their leisure time should be devoted to the study of the local language or dialect.

30. The non-commissioned officers and others must attand to their duties with zeal and interest. They must remember that the manner in which they execute their business rij will reflect on the work of the Association. The privates must serve their superior officers with honour. They must always remember that much depends on their energy and judgment.

31. The preliminary appropriation for this Associa- -tion allotted last year, was half a million yen. This sum will cover preliminary expenses. The Chief of the General Staff having taken the opinion of the members of the Diet and having consult- -ed the Cabinet regarding sources of future income, it has been decided to appropriate half of the confidential expenses of the Foreign Office the Ministry of War and the General Staff for the Association.
