(13).Section (a) of the last article must be repeated- -ly made know to foreign governments in order to disperse any doubts. The Government is to bring the Association officially before the foreign ministers and consuls under the pretext of encouraging trade and commerce. The Government will also engage, and sign agreements with, foreign representatives.
(14) After the abive formalities have been gone through the members of the Association, though all military men, must abandon their professional characteristics and behave like typical business men.

(16). Section (b) of Article 12, is as already stated, the true and principal object of the Association, therefore the members of the Association should do their utmost to achieve thei object. Section (a) is merely a matter of secondary importance and is used as a pretence. If there are occasionss when, in the executing of duties section (b) clashes with section (a) the last should be sacrificed.
(17). In order to attain the object of section (c) of article 12 members of the Association are to keep in close touch with the Ministers or Consuls in the respective places. The Ministers or Consuls are to render the Association every assistance and facility. Communications between the Association and General Staff are to pass through the Ministers or Consuls, and in case of important telegraphic messages the special cypher of the General Staff is to be used.
