Canadian (or Australian) Navies, and so far as I am aware he
is a fully competent seaman. His qualifications would however
no doubt be fully tested by the Admiralty if he were consider-
-ed for such an appointment. I would naturally prefer the
second course if it is feasible, the more so that I believe
that Commander Taylor's unpopularity is very largely due to
his manner.
