The Chairman of the Hongkong General
Chamber of Commerce has addressed to the Colonial Secretary a
letter with the request that I will lay it before you and I
accordingly have the honour to enclose it.

I feel myself not a little embarrassed
in regard to the nature of the advice or recommendations, which
I should submit in forwarding this unexpected communication. The
duties of the Harbour Master of this Port are of course technic-
-al and largely disconnected from the remainder of the Civil
Service and the every day routine work of the Department does
not come much under the personal scrutiny of the Governor. Four
branches of Commander B. R. H. Taylor's work have, however, beer.
under my especial notice. (a) The General Supervision of his
Office Establishment involving the precautions taken to check
the tendency of Chinese Subordinates to secure personal profits
