I imagine that Commander Taylor must, welcome the transfer. There is no record whatever of any Chinose junior clerk
or indeed of any clerk whatever in government service boen sent to the Harbour Department for training in any duties
save those of the post in the Harbour Department to which he
was appointed: and if it is in this sense that Commander Taylor usod the word "training",then I venture to point out in such a sense every clerk appointed to a government department may be said to be appointed to that department for training.

Commander Taylor says (para 13) that he recommended that the sum in which the shroff in his department had to find se- curity should be substantially increased, but that this was not approved: and he adds (para 17) "had my recommendation been
carried out, and the security increased, no loss would have been incurred by the Government, as the sun proposed by me
would have more than covered the whole losa". The fact is that
Commander Taylor recommended on 2.11.10 (1.8. after the defal- cations had baken place) that the shroff should find security for $5,000. The Local Auditor concurred in this view. Utin-
ately on 25.2.11 Mr Ho Man-han, who was appointed shroff, deposited: 36,000 in cash as security (0.5.0. 5895/10).

C Commander Taylor's letter of the 16th June,1911
Commander Taylor says (para 4) that he personally inquired from the principal firme (shipping and otherwise) from whom the shrorr had been in the habit of collecting money as to whethor they had received his circular and were acting in accordance with its terms.
He says that he received in each case an affirm-
ative reply, but that it subsequently transpired "that it was from three of these very firms, and from these three only, that the missing money was collected". The circular to which Com-
mander Taylor refers was issued by him on the 22nd November,1909 and roads:-
"For the future, after the 1st December,1909, the shroff of this department will not call to collect fees for Light
