Upon Mr Botelho's death the vacant post of First Clerk in Harbour Department was filled by Mr Molver, Chief Junk Inspector.
But,
This appointment was made as the result of a recommendation re- ceived from Commander Taylor on the 21st October 1909. Commander Taylor on the 21st October 1109 now admits, Mr Molver "had no clerical attainmente" (paragraph 12) and before going on leave Commander Taylor asked Commander Beckwith, his locum tenens, to represent that Mr Molver during nearly a year's trial had left much to be desired. Both Commander Taylor and Comaan -- der Beckwith were of opinion that, although an excellent officer as a Junk Inspector dr McIver would never be a success 26 2 First Clerk (minute 7.2.11). Accordingly upon Commander Beck- with's recommendation Mr Molver was with effect from August 1911 transferred back to his former post as Chief Junk inspector and Mr Chan Pui was appointed First Clerk in his stead. Com- mander Beckwith minuted in connection with this appointment on 28th June, 1911 "that he considered dr Chan Pui deserved the promotion and should be pleased if Ir Chan could remain in the Harbour Department while he (Commander Beckwith) was acting Harbour Master (0.5.0. 6396/09).

I pass now to Commander Taylor's complaints against Mr Chan Pui. His first complaint, that ir Chan Pui was appointed Second Clerk and Accountant in the Harbour Department inspite of renewed protests from Captain Barnes Lawrence and himself, has been dispoved by paragraph 9 of this memorandum. Commander Taylor adds that Mr Chan Pui came from the Registrar General's Department, where he had been found wanting in knowledge of English and Chinese, and therefore inefficient": and that "he based his claims to promotion chiefly upon the fact that he had written an anonymous letter to the Colonial Secretpry".
