Mr Watson died of malarial fevor on the 31st August 1909:

to advice. I made several representations as to his unsuitability

for the post, but without avail". The fact is that Mr R.H.A.

Craig, who had been one of the 15 applicants for the post when

vacated by Mr Guterres, was appointed by Sir F.D.Lugard on the

lath September, 1909 to fill the post upon probation. The Acting

Harbour Master, Commander Beckwith, did not protest against or

object to the appointment: (C.5.0. 1378/07). dr Vraig joined

the service in 1897 as Clerk in the Prison Department, of which

his father is Assistant Superintendent. He was promoted on

to

10.5.01 to be Second Clark in the Colonial Decretary's office, and

transferred on the lat July 1907 to act as Principal Clerk in the

Sanitary Department, ,where he remained until that post was retrench-

ed. No complaint against är vraig's work was received until on

1.12.09 the Harbour Master was requested to report of his offi-

ciency with a view to his confirmation in his post. Commander

Taylor replied: "Mr Craig, during the seven weeks he has been

under my orders, seems to me to be strictly honest, and to be

doing his best. But he is not a trained accountant (or at any

rate he is not a capable accountant), a qualification which is

essential for this post. He also appears to me somewhat stubborn,

in so much that he prefers to go his own way, instead of taking

advice from those familiar with the work, which le now to him".

Subsequently, on Sir F.H.May's recommendation, ir A.4.Thomson,

Colonial Treasurer, and Mr Messer, Postmaster General, were ap-

pointed to make an examination of Mr Craig's accounting work and to
