Mr Alves as would justify his suspension: and the Officer
Administering the Government (Sir F.H.May) decided to leave
him in charge of emigration work, as no one else could be
found at the time to discharge the duties.

When Mr Alves took his pension under the age qualifica-
tion with effect from the 1st May 1905, Sir M.Nathan in a des-
patch dated the 27th March 1905 recommended that Hesers Guterres
and Botelho should be promoted to Higher grade clerkships, the
former in the Mercantils Marine and the latter in the Harbour
office, and that the post of 2nd clerk in the Harbour Office
vacated by Mr Guterres should be filled by the transfor of
Mr Chan Pui, Translator in the Registrar General's Office.
Commander Taylor says (paragraph 7) that the appointment of
Ar Chan Pui was made in spite of renewed protests from himself
and from the late Captain Barnes Lawrence the then Harbour faster.
I cannot, however, in the pertinent file (0.5.0.9146/04) find any
record of a protest either by Commander Taylor or by Captain
Barnes Lawrence. On the contrary the latter, when shown Bir
Matthew Nathan's proposals wrote on the 23rd March, 1905:- "His
Excellency's proposals appear to me to entirely meet the situa-
tion and I am grateful that the needs of this office have been
so fully recognised". The Secretary of State telegraphed ap-
proval on the 8th May 1905 and Mr Chan Pui took up his duties
at the Harbour Office on the 18th idea. I shall deal with dr
Chan Pul's case later.

In June 1905 not long after his promotion dr Gutorres fell
under suspicion of malpractices, and the Police were instructed
on 28th April 1906 to inquire into the cass. On the 1st Septem-
bor 1906 Chief Detective Inspector Hanson reported that the fol-
lowing statement had been made to him by Ng Sze Ko, managing
partner of the Hop On licensed boarding house for seamen at No 1
Wai San Lano: "On the 18th June 1901 the e.8. "Alcinous" left
for Shanghai, and returned here in a little over a month after-
