obtain a maximum of twelve months, i.e. three months full-pay
plus nine months half-pay, but I am informed that the majority
will probably considerably shorten their leave to the advant-
-age of Government and witnout injury to themselves.

The cost of providing half-pay during
periods of commuted leave will not be large. At the time the
Civil Service List for this year was compiled 27 officers were
away on half-pay leave and their average salary was about
£624 each; assuming that one-half of them had elected to com-
-mute 9 months half-pay leave for 4 months full pay leave,
the Government would for 4 months in the year be paying
27 x 524 I 4.5 equals £1,326 to the officers acting for them. 2 2x12

My proposals in no way affect officers
now in the service who may prefer to retain their present
privileges and no difficulty will arise from the fact that some
officers will enjoy different leave privileges from others.
