I have the honour to forward in duplicate

the enclosed letter which has been addressed to you by Hr. R.

Gutierrez, Second Grade Clerk in the General Post Office.

Mr. Gutierrez is the senior Second

Crade Clerk in the Hongkong Civil Service and I have informed

him that his claims will be fully considered when next a First

Grade Clerkship falls vacant either in the General Post Office

or in one of the other Government Departments. As however, the

Postmaster-General reports t..at the duties of this post, of

which I atach a list, are not of such a nature as to require

a First Grade Clerk for væir discharge, I am unable to

recommend that he should be given First (rade pay while holding
