I have exomined the accompanying Ordinance, entilled "An Ordinance to amend the Private Vehicles

Licensing Ordinance, 1895"

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

This Ordinance is introduced to render Ordinan-

ce No.5 of 1895 more intelligible, serious errors having been discovered during the course of the Revision of the Laws. This Ordinance deals with traffic as well as Licence, the word "licensing" has therefore been deleted from the title. No new principal is involved, but as the amendment, are numerous it has been thought desirable to deal with them by a Special Ordinance under Section 6 (2) of Ordina”-

ce No.19 of 1911 rather than by one of the general Ordi- nances referred to in Section 6 (1) of that Ordinance.
