We read through the draft agreement and agreed to the pre-amble, sections 1-8, 6 (a) reserving Schedule B for future decision, sections 6 (b)-(e), 7-19, 25, 25-27,31-34, Schedules A,0, and F (Provisionally on the negotiation of the Customs Convention).
There were three points reserved for future decision, $1) vizjSection 28 in which Mr Chao asked for the deletion of the words underlined and, when we said that we could not agree, replied that he must refer the matter to Peking.
(2) Section 29 which as it affects the Canton-Hankow line Mr Chao said that he must refer to Peking for decision.
(5) the division of rates with regard to which we made
Mr Chao alternative offers, viz either (a) a through division of 35% on all passenger and goods traffic: or (b) a division
of-
(1) 7 0 : 3 B on 3rd class passengers
(11) 60% 0 : 40% B on 1st and 2nd class passengers (iii) 55% B on all low-grade goods, and 40% B on all
high-grade goods.
Mr Chao said that he could accept neither offer but would us 7:3 refer the matter by telegram to Peking, Hoffered
on 3rd class passengers, and 55% B on let and 2nd class passengers: he made no offers as regards gooda. We declined
to accept.
We agreed to the following schedule of farea:-
