characters are capable of being so translated as to bear the meaning they were intended to convey, that is to say, that the tins contained milk from which had been taken away by machinery
the pure (or best part of the) yellow cow's milk; and your
petitioners verily believe that no Chinese purchasers of condensed skimmed milk, or of condensed whole milk, would consider it possible that the milk was that of a cow which had been milked by machinery, although the said Chinese characters are capable of being so translated as to also bear that meaning. 12. The said Chinese characters appear only upon the wrappers of tins of condensed milk dealt in by your petitioners, the said firm of W. G. Humphreys & Co, who, in consequence of their having now ascertained that such characters may have a deceptive meaning, have taken steps to remove all such wrappers from the
goods in their possession.

On the 8th day of June 1911 the said Bill was again introduced at a meeting of the Legislative Council, and was passed with certain amendments, and has now become part of the law of the Colony, being The Sale of Food and Drugs Amendment
Ordinance 1911.

By virtue of the said Ordinance it is made a criminal offence to sell or expose or offer for sale for consumption in the Colony tins containing separated or skimmed milk unless the labels, and wrappers if any, on such tins bear in large and legible type in English and Chinese the words "This is skimmeć "milk, children under one year of age should not be fed on it
