In order that you may be in possession

of all the facts bearing on this amendment of the Food and

Drugs Ordinance I forward herewith:-

a copy of Sessional Paper No. 6/1911 which was

laid before Legislative Council on the 25th. of

last May and contains minutes relating to condens-

-od skimmed milk:

translations supplied by the Registrar-General of

the Chinese labels on the Volunteer Brand and

Baby Brand milks:

copy of a letter dated the 20th. of last May

addressed by the Colonial Secretary to the Medical

Board and of the reply of the Medical Board dated

the 43rd. idem:

the Local lansard Reports of the discussions which

took place in Legislative Council on the 16th. kay

when the bill was read a 2nd. time, on the 1st.

June when the bill was in Committee and on the

8th. June when the bill was read a third time and

passed.

I have nothing to add to the very full

statement of the case contained in the documents above mentionen

and I am strongly of opinion that the petition now presented

against the Ordinance should not be entertained. The section

objected to is exactly the same in principle as section 11 of

the Imperial Sale of Food and Drugs Act 1899, the difference

in language being due to the fact that the words "machine

skimmed milk" or "skimmed milk" required by the Act convey a

distinct
