I have the honour to state that I saw Dr. P. Law,

the Attorney-General's clerk, in the Magistracy in the morning

of the 14th. December, 1908. He was interested in an opium case

against some boatwomen. When the fine was being paid he said he

would appeal against the decision of the Magistrate and I found

that he was under the influence of liquor.
