the Eastern Extension Telegraph Company on payment of such
Royalties as may be fixed, by operators wholly under their own
control.

I venture to suggest that the fact that
the Chinese Government has taken over the telegraphs, which
they formerly declared to be owned by a Chinese Commercial
Company, offers at once a valid argument for anulling the
existing Agreement, and for minimising the quid pro quo which
they claim from the Company.
6.
Looking to the expected completion of
the Chinese Section of the Railway along which the wires are
being laid, the matter has become one of urgency, and I shall
be obliged if I may receive your sanction by telegram to the
introduction of the Ordinance.
