In order to save clerical Tabour and also in
order to have a permanent and continuous life history of each Junk, Mr. Percebois recommended the adoption of a Certificate of Registry and Junk Licence combined in one book.with pages for recording a Junk's movements on the lines of the Junk Pass Book
adopted by the Imperial Maritime Customs.
The difficulty in adopting such a book is
in providing the necessary Audit Checks on the receipt of fees. Mr. Messer suggested that the receipt for these fees should take the form of Stamps to be affixed in the Books (Vide Minute of
11th. January, 1911). The Local Auditor is not in favour of the use of stamps which do not, in his opinion, afford such an adequate check as Audit numbered receipt-foils and counterfoils.

The Local Auditor, the Treasurer, the
Harbour Master, the Assistant Colonial Secretary and myself dis- -cussed the question this morning and we agreed upon the follow-
-ing recommendations:-
(1).
That Junks should be licensed in five classes
(a). Trading Junks that leave the waters of the Colony.
(b). Trading Junks that do not leave the waters of the
Colony.
(c). Fishing Junks.
(d). Lighters and cargo boats.
(e). Fish drying and other hulks.
A Passbook with licences incorporated (the Harbour Master wishes
to avoid the phrase "certificate of Registry" in connection with
Junks as it is misleading) should be substituted for the present
forms of licences in use.
The Passbook should be on the lines of
enclosure No. 1 of Mr. Percebois report but different colours should be adopted for the covers of each of the 5 classes.
