Foreign Secret. Your telegram of 5th August. Address to the King by the Chinese community of Hong Kong. In view of refusal of requests of similar nature from numerous important communities of British India, and owing to the King's express desire that number of personal presentations should be limited to utmost minimum, it is impossible to accede to request, but there is no objection to address being submitted to His Majesty through Government of India provided there be no question of personal repre-
sentation.
