In Sir R. Ritchie's absence I am answering

your letter to him of the 4th instant regarding the desire of the Chinese community at Hongkong that the Governor should present an address to the King in their behalf on the occasion of the Delhi Durbar.

From the enclosed copy of telegrams

exchanged with the Government of India it will be seen that they are of opinion that it is impossible to accede to this request, and Lord Crewe, while regretting the disappointment that will doubtless be caused, fears that he can give no other advice.

If the Chinese community now wish to proceed

in the manner suggested in the Government of India's telegram they should move the Governor of Hongkong to forward their address to the Government of India.
