Art. 15. the passengers who may embark in Mexican ports, a book in which they may enter the complaints which they may have to make with respect to bad
Service or to abuses by the employees of the Company.
The Company must keep in each steamer and at the disposal of
Art. 16.
The Company will always keep a representative in this city,
who shall be fully authorized to deal with the Mexican Government on all
matters relating to this contract.

The steamers of the Company will remain in the ports as long
as they may be necessary for the loading and discharging of goods and for
the receipt and delivery of the mail bags, on the understanding that they
will not be required to delay more than six hours.
Art. 18.
The obligation to remain in the ports for the time referred
to in the preceding article will not be suspended even though through bad
weather or other superior force or unforeseen accident, it should be
found impossible to communicate with the shore or carry on loading and
discharging operations, excepting in those cases in which the delay off a
port should be dangerous to the steamers themselves.
Art. 19.
In those national vessels that belong to the Company, it may
employ foreign masters and chief engineers, always provided that it is
found difficult to obtain Mexican citizens with the necessary aptitude
and knowledge to fill such offices; but on the understanding that they
shall pass an examination before the proper authorities, in accordance
with the laws in force, and that they shall have been six months in the
service of the Company, so as to prove themselves competent for their
positions, and the Company will be under the obligation to dismiss from
its service those employees who may not be accepted.
Art. 20.
The Company binds itself to carry on each trip, whether
ocean or coastwise, that is made by its steamers, up to ten metric tons, or
otherwise 2204 pounds per ton, without charge, of goods that are shipped
by the departments of the Mexican Government.
Should the cargo which is shipped for account of the govern-
ment exceed ten metric tons, the freight on the excess will be collected from the Department that makes the shipment, in accordance with the
(tariffs which the Company may have in force.
