On arrival at the City of Mexico on the 16th they verbally
reported that of the 127 mentioned in their certificate most
of them were suffering from conjunctivitis, and that to be
absolutely sure, they had to make a microscopical and
pathological examination before final pronouncement and they
had provided for this by bringing back with them tests for
same. Some time later they reported that only a few could be
said to be suffering from trachoma. Anticipating the same
trouble with the next incoming steamer due on orabout the 12th,
these doctors were instructed to wait at Salina Cruz for her
arrival and to go on board to examine and report on her
passengers.
On June 12th, at 7.00 a.M.; the s.s. "Landratschieff"
arrived and anchored outside the breakwater. She was not
boarded till the following morning by the Health Delegates
who pursued the same tactics as they had on the occasion of the
arrival of the s.s. "Suisang" for no reason whatever but out of
petty spite and in contravention of the Bontract between the
Government and the Co., which provided for an immediate
boarding except on National Holidays or on account of stress of
weather, and on these two occasione no such reason could be
advanced. Mr. Camden reported that when asked the reason the
Delegate claimed that he could not get the tug, which he (Mr.
Camden) was told was only given him for boarding purposes
through courtesy when not used for other purposes; Mr. Camden
stated that the Delegate could easily have visited the
"Landratschieff" in a small boat (as provided him by the
Board of Health for such vary purpose), his object being to
delay the ship the next day being Saturday and he refused to
work on Sunday. He examined the passengers Saturday morning and
brought the ship in about noon. Mr. Camden made requested
him to allow the disembarking on Sunday in view of the fact
