of the Interior, besides mentioning the name of Dr. Chavez as

being suitable for the work, while in the case of the latter,

the Minister of the Interior said he would consult the President

of the Board of Health on the matter. Entertaining hopes of its

proposals being accepted if not in toto them in parte, the

Company had already approached Dr. Lorenzo Chavez to learn what

his fees would be, also whether and when he could undertake the

work, when on the 21st, the President of the Board of Health --

communicated to the Co's Government Representative that the

Minister of the Interior could hot accept the proposals made

by the Company. A Telegram was however despatched to Salina

Cruz asking the Delegate to make a further examination which

resulted in the same diagnosis as before. On the 26th the

Delegate reported that Mumps had appeared among the passengers

in the barracks and on board, and proposed to impose a further

period of quarantine, viz 10 days. which proposal was however

discountedanced by the Board of Health as not being sanctionad

by law. This proved the spite of the Delegate Dr Valenzuela

against the Co, as he was willing to go any length to inquire

the Co aven to the extent of illegality as he did on this

unheard of and uncalled for proposal to levy a 10 days.

quarantine on account of Mumps. His actions all through were

extremely antagonistie towards the Co as would be shown later.

On the 27th, 111 passengers in the barracks were allowed

Fractique, having completed the quarantine period, 28 sent on

board again for having trachoma, together with 14 others left

over by the previous steamer the 8.8. "Marie" for the same

reason, and 8 were detained at the barracks for having Mumps;

of the second class 10 were allowed practique and I detained on

account of Mumps; so at this date the ship hadon board 399

passengers rejected out 518, and with 14 from the previously

arrived ship added thereto, the total on board was 413. On

June 1st, the remaining Second class passenger was allowed
