In accordance with the Departmental Regulations of the
Ministry of the Interior, (Document2) the Company built at
Salina Cruz "Barracas" (barracks) detention houses for the
accommodation of its steerage passengers while under "quarantine
or observation. This quarantine, a period of ten days, had been
invariably applied to the steerage passengers every voyage,
even when every one of them possessed clean individual bills of
health, and when the ship was Immune, which according to the
Mexican Sanitary Code, meant that the ship was free of
infections and contagious diseases and had come from a port
also similarly clean, These "barracas" are situated in a
Ipcality outside the city limits, and are completely imolated.
The locality was suggested by the Health Delegate of the Port
at that time, who also approved of the buildings when completed.
These buildings, according to the old regulations had
accommodations for 1200 men.
On April 2nd 1908, the Company's chartered steamer, the
8. 8. "Suisang" left HongKong for Salina Cruz with 6 Cabin, 24
Second Class and 518 Steerage or 3rd Class passengers on board,
arriving in Salina Cruz on the 14th May at 10.35 a.m. All the
Cabin and Second Class and 115 only of the Steerage passengers
were landed, the rest 403, being refused a landing on the
account of their having allegedly TRACHOMA, and had to be taken
back. This ship was detained at the Harbour of Salina Cruz
from the 14th May to 1st August, excepting 9 days (July 11th
to 20th) (during which it went to Manzanillo and returned)
awaiting results of efforts made at the capital to secure a
landing for the rejected passengers.
On May 2nd, 1908, the Company's chartered steamer the S.S.
"Landdratschierf" left Hong Kong with 12 Cabin and 550 Steerage
passengers on board, arriving at Salina Cruz on June 12th. The
Cabin passengers and 127 of the steerage were landed, leaving
423 rejected. This ship was detained there from the 12th June
