In paragraph 2 of my Despatch No. 98 of
25th. March last, I stated that I had come to the conclusion
that the Railway should be placed in charge of a Traffic Manager
with experience of a railway running to a large maritime port
and I have now the honour to enclose copy of an application
which I have received from Mr. A. P. Winslow, Deputy Traffic
Manager of the Shanghai-Nanking Railway for the post.
2.
From enquiries which I have caused to be
made I am satisfied that Mr. Winslow possesses the necessary
qualifications and I have accordingly to request your sanction to
his appointment on the following terms which I have ascertained
he is prepared to accept.
