any given year they are, to save the cost of transport to and
from store, not returned to store at the end of the year but
debited by a receipt note to store account and again credited
by an issue note in the ensuing year in order that a work may,
in accordance with Colonial Regulations 305 - 306, be charged
in any year with the cost of stores actually consumed during
that year. To incur the expense of transport of stores to and
from store would in my opinion be a waste of public funds.
