front to that at the back to obtain compensation for
the back portion of his Lot and so discriminates in
favour of such through section holder.
Because altogether different conditions exist in res-
pect of the houses situate on the back portions of
these Lots to the conditions existing in respect of
the houses situated on the back portions of the Marine
Lote affected by by the Praya Reclamation Ordinance.
The latter houses mostly fronted on Queen's Road which
was the principal Street of the town, or on important
Streeta prolonging or in an analogous position to
Queen's Road, and no one ever contended they would be
depreciated by the Reclamation save in cases where
godowns existed on the back portions instead of shops
or offices. The former houses are inhabited by a
seafaring tenancy or by shops catering for a seafaring
tenancy and their value will be directly depreciated if
the sea is moved farther off. The value of the former
houses is directly dependent on proximity to the sea
while that of the latter was not.
Because the scheme of the Praya Reclamation Ordinance
1889 and this Ordinance are entirely different. Under
