(b) to allow compensation to owners of sections

which have no Marine Frontage.

They also request that sub-section 3 of Section 3 of Ordinance

No. 6 of 1911 should be amended so as to provide for the Judge

sitting with Assessors.

I understand that Messrs. Deacon,

Looker and Deacon have probably been advised by Counsel that,

unless these amendments are made in the Ordinances, their

clients' claims to compensation are unlikely to prove success-

-ful in any Court of Law. The several points in favour of the

amendments brought forward by Messrs. Deacon, Looker and

Deacon have been exhaustively criticised in Mr. Bowley's very

able memorandum; and, after perusing that memorandum, I think

you will agree with me that the amendments in the law asked for

ought not to be made.
