I have the honour to forward in duplicate
a letter dated the 18th. ultimo addressed by Messrs. Deacon,
Looker and Deacon to you on the subject of Kowloon Marine Lots
29, 30 and 31 together with a memorandum by the Crown Solicitor
covering copy of the correspondence listed on the last page of
that Lemorandum, and a block plan prepared by the Director of
Public Works on a 1 scale showing the Harbour of Refuge,

Yaumati with its thoroughfares and lots, the existing reclama-
-tions and the proposed reclamations.

The letter of Messrs. Deacon, Looker and
Deacon is in effect a request that Section 12 of Ordinance No.
39 of 1909 should be amended so as
(a) to extend compensation to cover diminution in
the value of property by the alteration of the
level of roads: and
