With the amount of building work at present

in progress in the Colony, I consider the staff of overseers sufficient to enable it to be properly supervised. I cannot attach any importance to Howard's allegations as to the time spent in the supervision of work being unduly restricted nor can he be considered competent to judge in what manner their time should be apportioned. In determining the number of overseers to be appointed, it was fully realized that a considerable pro- -portion of their time must be devoted to office work and the number was arranged accordingly.

I regret the delay in dealing with this matter, but it has been due to other matters of a more important nature.
