interviewed Howard and told him that he could not be permitted
to repeat such conduct and, as the result of a brief conversa-
-tion, he said he supposed he had better send in his resigna-

letter and make a written apology, whereupon his resignation

With regard to Howard's petition, I can only
interpret paragraph (3) as an attempt to justify his action in

Government in which Architects have demurred to complying with the notices served relative to dangerous buildings or portions of same are sufficient evidence that this branch of the work
is receiving proper attention. Serious difficulties are how-
-ever created by the action of the Architects referred to. No wholesale condemnation of old buildings can be adopted nor do
such buildings in many cases reveal the serious defecta exist- -ing in them prior to their collapse.
