I have the honour to forward a letter
from Mr. R. J. Howard, late Overseer in the Public Works Depart-
-ment, together with an explanatory report thereon by the
Director of Public Works, dated 17th. May. I also enclose copy
do.

3. of the letter in which Mr. Howard tendered his resignation. In
view of the insulting terms in which this letter was couched I
was not disposed unless it was withdrawn and an apology given to
accept his resignation. These conditions Mr. Howard refused to
accept and I accordingly dismissed him.
