e 16 JUN 11 In confirmation of the interview which took place at Government House today and in accordance with your request I have pleasure in sending you notes of the following points, which were raised by His Excellency the Governor, and in which I understood you to concur.
(a). Each Government to have one detective on each of
the steamers plying daily between Canton and Hongkong. The same detective not to be alway on the same steamer.
(b). The Captain Superintendent of Police in Hongkong
and the Police Taotai in Canton to corres- -pond with each other direct by letter or telegram on matters relating to crime and any information to be telegraphed respecting the arrest and description of criminals believed to be on board steamers in transit between Hongkong and Canton or vice versa. (c). Arrangements to be made for extradition to China
of criminals wanted for minor offences (included as extraditable offences in the first schedule of the Chinese Extradition Ordinance of this Colony No. 7 of 1889), provided that the Canton Government should give an undertaking that the death sentence
