In my Confidential Despatch of 7th.
February last in reply to your question whether I proposed to
appoint a Committee of Enquiry into the subject of suppression
of crime, I informed you that I had appointed Sir Henry May who
had been Captain Superintendent of Police for 9 years to
examine into the matter with Mr. Badeley, Captain Superintend-
-ent of Police. A more extended Committee is only likely to
propose an increase in the Police Force, which in his opinion
is already amply strong enough with the increase just made, and
is, I believe, very strong in comparison with that of any other
Eastern Crown Colony or Manila. They made joint recommendations
for increases costing $6,866 per annum, all of which I approved
and submitted them for your approval in the Despatch under
reference. Mr. Badeley was, I understood, satisfied with these
increases; Captain Lyons (Acting Captain Superintendent of
Police) however asks for 5 more Europeans and 22 Chinese Police at an additional annual cost of $14,500 approximately which
