in the margin to make some further observations regarding the

prevalence of crime in this Colony, and the steps which have

been taken to diminish it.

In the first place I will briefly comment

upon the enclosed report in order to present a statement of the

facts as they exist. Paragraph 1 shows that whereas there was a

decrease in the total number of ceses reported to the Police in

1910 of 30 below the average of the last five years,

there was

an increase in cases of serious crimes of 263 or 7.86 per centum

over 1909 and of 241 or 7.15 per centum over the quinquennial

average. There were only 4 convictions in 19 murder cases, and 1

in
