I have the honour to enclose extracts from the "Hongkong Daily

Press" of 4th. to 6th., 8th., and 10th. to 14th. April, 1911,

giving an account of proceedings in an action brought by John

Tatam against Frederick Howell, First Bailiff in the Supreme

Court, together with copies of my letter of 19th. April to the

Chief Justice and of his reply thereto of 2nd. May, and of a

minute by the Attorney-General

You will observe from my Despatch No. 362

of 24th. November, 1909, that on the report of the Sub-Committee

of the Executive Council I was advised by my Council that

Howell should be dismissed the Service, but your predecessor

instructed me that he should be re-instated and censured. He
