to it because Mr. Badeley, the then Deputy Superintendent of

Police, who is a dollar Cadet, was on the 23rd. April, 1902,

promoted to be Captain Superintendent of Police, while on 7th.

September, 1902, Captain Lyons, who was transferred to Hongkong

from the Federated Malay States, and who is not a Cadet, accept-

-ed the post on a Sterling salary. I, therefore, still think

that it would be no more than just to appoint Mr. Hallifax, who

to

is a dollar Cadet, and has 14 years of excellent service,

this post upon the dollar pay of the second class. If, however,

you are unable to approve this recommendation, I would suggest

as an alternative, that Mr. Hallifax should be allowed to accept

the post of Deputy Superintendent of Police at the existing

Sterling salary with the understanding that he will not thereby

forfeit his privileges as a dollar Cadet or his right to have

the salary of any other appointment, to which he is promoted,

fixed in dollars.
