and that since then, although he has temporarily acted in other
posts, his substantive post has always included the duties and

title of Assistant Superintendent of Police. He is, therefore,
senior as a Police Officer to Mr. Wodehouse, who was not
appointed Assistant Superintendent of Police until the 15th.
March, 1901: and neither Mr. Wodehouse nor Mr. King could have
any cause to complain of the promotion of Mr. Hallifax to be
Deputy Superintendent of Police,, since he is already their
senior. It has, moreover, for many years been recognised in
the service that Mr. Hallifax was probably marked out for pro-
-motion in the Police Department. Sir Henry May was most anxious
to retain him in the Police Force; and in fact in June, 1902,
Mr. Hallifax, who was then acting as Registrar-General, re-
-linquished his acting appointment upon Sir Henry May's earnest
request, in order to act in the less highly paid post of
Deputy Superintendent of Police for no other reason than that
his connection with the Police Force might not be severed.
The Police Probationer system was not
introduced in Hongkong till the year 1904. Prior to that date
Sir Henry Blake, himself originally a Police Officer, had in his
