There is I think no question but that

Mr. Hallifax is a much more capable Officer than Mr. Wodehouse.

It is true, as I said in paragraph (4) of my Despatch No. 56 of

the 10th. of last February, that "Mr. Wodehouse is a very pro-

-mising and well qualified young officer who in due course will

no doubt obtain promotion". He is not, however, of the same

calibre as kr. Hallifax; and Captain Lyons, whom I have consult-

-ed on the subject, informs me that he would greatly prefer the

appointment of Mr. Hallifax. Captain Lyons is further of

opinion that Mr. Wodehouse would not, in the absence for any

cause of the Captain Superintendent of Police be capable of dis-

-charging the duties of Captain Superintendent of Police, where-

as there can be no doubt of Mr. Hallifax's ability to do so. I

believe that Captain Badeley would entirely endorse the views of

Captain Lyons and I would request that his opinion should be

asked. Sir Henry May who was for 9 years Captain Superintendent

of Police and was exceptionally efficient in that appointment

has always enphatically represented to me that Mr. Hallifax was
