Commander Beckwith informs me that it would be difficult to get

a suitable Officer to fill the post of Chief Junk Inspector at

a salary of less than £240 rising to £270 by £15 triennially.

This is the pay now given to Revenue Officers in the Imports

and Exports Office and I am of opinion that an Officer appoint-

-ed to discharge such responsible duties afloat as those

attaching to the post of Chief Junk Inspector ought not to be

offered a lower salary.

Mr. McIver is at present drawing

salary at the rate of £270 per annum with a language allowance

of $60 per annum and a House Allowance of $360 per annum. He

has 16 years good service as Junk Inspector: and I, therefore,

recommend that he should be transferred from the post of

Chief Clerk to that of the Chief Junk Inspector at a salary

of £240 rising to £270 by £15 triennially together with the

usual allowance of $180 per annum granted for the supervision

of boat painting, a language allowance of $60 per annum, and a

house allowance of £360 per annum. I may add that in a minute

dated the 16th. of last July, Commander Taylor wrote that, in

connection with the proposed Anglo-Chinese Customs Convention

of Hongkong it would be necessary to restore the post of

Chief Junk Inspector, who should be a Chinese-speaking

European.
