Therefore given the rate of 90 cents for the
third class fare from Canton to Shamchun, or 1 cent per mile, the
rate for the third class fare from Samchun to Kowloon should be,
say, 30.5 cents ( 1 cent x 207/140 x 20.5 miles).

In making the above deductions however it
has been assumed that both lines have been constructed in the mos
economical manner but it is a well known fact tthat a short line is more expensive to build per mile than a long line and the short line naturally cannot be expected to obtain as great
financial benefits as the long line (other factors being equal). Taking this fact into consideration and also allowing for the possibility that the Chinese Section has been built more economically than the British Section (which the Chinese Section
Administration maintains to be the case) that it would appear that
some reduction should be made in this amount of 30.5 cents for
the British Section journey, I would suggest a reduction of 25
cents.

With these proportions established (viz.:-
90 cents and 25 cents for the 3rd. class fares of the full
lengths of the Chinese and British Section respectively) the ratings for passengers and goods traffic for all distances can be readily proceeded with.
